i am having 75 clinet in my network out of that 23 are using internet rest of them dont have..i had a problem with the my internet bill on last month my bill was very high.b'coz some of the user had access to it more.. for all the internet users i had setted up manual Ip

is there any freeware to monitore the usage of the internet of these 23 clients..

you should set up a proxy server. It will log the various clients requests, destinations, times of connection and volumes.

Alternatively, there are tools with free trials like :
Nagios
Cacti
NMIS
JFFNMS

You may also find some free tools like this one (I hav'nt tested it) :

if you have an actionpack you may have a copy of ISA Server, ideally should be on a dedicated box, or a virtualised one.

ISA is a proxy as above, i'm sure the others can too but ISA will integrate with Active Directory and you can restrict types of site, or limit open browsing to lunch times etc etc or not at all...

Depends how 'big brother' you wanna get.
